Can Maildash send an SMS to someone NOT in my address book?

Yes, you can SMS to a number not in your Contacts, select your template and instead of tapping the green Send button, tap the blue Reply button. You can then enter a number in the "To" field.

You won't get the personalization that you do with a proper Contact, but the rest of the template message is completed.
